yoooooo it’s Hideaki Anno! this is from Frog River, my favorite movie(he makes a short cameo as a bar owner named James).
i’ve watched this movie upwards of 10+ times and every time his scene came on i was like “i know him” so i finally looked it up and yeah that’s him!
